The Serbian government has been exposed for its extensive use of surveillance technology to target journalists, activists, and civil society figures. Amnesty International’s recent report, “A Digital Prison: Surveillance and the suppression of civil society in Serbia,” sheds light on the alarming tactics employed by Serbian authorities.
The report details the use of NoviSpy, a bespoke Android spyware tool, which enables covert surveillance of individuals’ devices during detention or police interviews. This invasive technology allows authorities to access sensitive personal data, remotely activate microphones and cameras, and monitor victims’ activities.
Furthermore, the Serbian authorities have been utilizing mobile forensics products from Cellebrite, an Israeli surveillance firm. These powerful tools, designed for legitimate law enforcement purposes, can extract data from various mobile devices, including the latest iPhones and Android models, even without the device passcode.

The combination of NoviSpy and Cellebrite creates a potent surveillance arsenal. Cellebrite’s tools are used to unlock devices and extract data, paving the way for the installation of NoviSpy. Once installed, NoviSpy can then collect sensitive information and remotely control the device.
In some cases, Cellebrite has been exploited to bypass Android security measures, enabling covert spyware installation during police interviews. Additionally, a zero-day vulnerability in Android devices, affecting millions of users worldwide, was leveraged by Serbian authorities to gain privileged access to an activist’s phone.
